At this time (the 21st century), "memory and learning" research has reached at a level we can utilize for improving how we actually learn. This research field has developed certain specific strategies that enable us to create our own "specific tactical plan."
Previous advice of how to learn was not specific enough; rather more general, i.e. study hard; in a quiet place; and do this practice consistently. This guidance was available for centuries and, still, we see students (including myself) feeling that learning is stressful for them.
But luckily, today we have a pool of evidence, backed by research, which we can easily draw on.
